At my very first presser covering the Offshore Wind Industry, I got to witness the death throes of wpd’s 350MW Guanyin project off the coast of Taoyuan. The project had its EIA and came tops in the selection process, but was nixed because the Civil Aeronautics Administration (CAA) couldn’t be convinced it didn’t pose a threat to aviation safety. That was in September of 2020.
The 300MW freed up by Guangyin’s cancellation then went on an interesting journey. By rights that capacity should be inherited by the “next in line” project that just missed out on Round 2 and it didn’t take a lot of figuring...
